This standard defines a method for the exchange of synchronized phasor measurement data between power system equipment. It specifies messaging including types, use, contents, and data formats for real-time communication between phasor measurement units (PMU), phasor data concentrators (PDC), and other applications. This revision includes the following: a) Communications between a single PMU and a PDC, b) PDC functions dealing with multiple PMUs, and c) Onwards communications from the PDC.
The purpose for this standard is to facilitate data exchange among measurement, data collection, and application equipment. It provides a defined, open access method for all vendors to use to facilitate development and use of synchrophasors. It is a simple and direct method for data transmission within a phasor measurement system which may be used directly or with other communication protocols. This method was initially established by IEEE Std C37.118-2005 [B5], Standard for Synchrophasors for Power Systems, and subsequently by IEEE Std C37.118.2-2011 [B7].
Revision Standard – Active. A method for the real-time exchange of synchronized phasor measurement data between power system equipment is defined within this standard. This includes the following: messaging that can be used with any suitable communication protocol for real-time communication between phasor measurement units (PMU), phasor data concentrators (PDC), and other applications; message types, contents, and their use as well as data types and format specifications; descriptions of typical measurement systems; communication options and requirements . Note that while cybersecurity is discussed, and while its importance is acknowledged in the overall system, it is considered beyond the scope of this standard.
